Consular Jurisdiction of Consulate General India:
Indian Embassy, Berlin together with three Consulates General of India in Germany offers a variety of Consular Services.
Please keep in mind that your application to the Indian Diplomatic Mission will only be considered if you live within the stated region of its authority. Applicants residing in Stuttgart, for instance, should apply for consular services at the Consulate General of India in Munich, which has jurisdiction over the German state of Baden-Württemberg.

Indian passport renewal in Germany - Steps:
1. Passport Application Form for Indian passport renewal Germany:
It is required to fill out the passport application form online at the Webportal for passport applications. After filling out the passport application form, print it off and sign it in the specified place. Applications that are not signed will be rejected.

2. Two recent photographs:
To complete the application Two recent photographs must be submitted. (one should be placed in the designated spot on the application form, and the other stapled to the last page of the application form). The photos should be in colour and 2 inch x 2 inch in size.

Keep in mind that applications with incorrectly sized photos may get rejected. Please refer here for further information on the precise photograph requirements for an Indian passport.
Tips: If you don’t know where to go for your passport photographs, you can simply obtain 6 passport photos right away in dm for only 6.95 €. The photographs are also available in digital form.
3. Original Passport with a Copy of the Passport:

To process the application The original passport, as well as one copy of the front and last pages, must be submitted. The application cannot be processed without the original Passport.
4. Copy of Visa/Aufenthaltstitel:

A copy of your residency permit, front and back, must be attached. Please ensure that all of the information is visible. If you have not yet applied for or received your residence permit, you may attach a copy of the issued Visa.
5. Copy of Meldebescheinigung / Address Proof:

When you apply for city registration (Anmeldung), the bürgerbüro will issue you a Meldebescheinigung, which includes information on surnames, previous names, first names, doctoral degree, religious name, artist name, date and place of birth, and, if you were born abroad, the state and current addresses, identified by main and secondary residence.
The Meldebescheinigung is only valid for six months. If it is more than 6 months old, you may request a simple Meldebescheinigung for 5 euros.
6. Medium size (C5) self addressed and stamped envelop:

Your new passport will be dispatched by post as it is complete. To get it, you must include a medium size (C5) self-addressed and stamped (Euro 4.50) envelope with your application.
You may also use multiple stamps costing 4.5 Euros. (For example, 0.80€, 2.75€, and 1.00€)7
7. Receipt of Fee:
- If you submit your application at the Consulate, the application fee must only be paid in cash at the counter.
- For Postal applications Fees must be transferred to the Consulate Bank Account and a copy of the transaction slip must be included in the application as the payment reference.

8. Submission of Application to Embassy:
Completed applications and supporting documents along with your Original Passport must be sent to the Consulate at the address below.

9. Processing Time:
If you have not received a status update after 7 weeks, please contact the Embassy. If there are any missing papers, the Embassy/Consulate will contact you.
In the event of an emergency, call the Embassy/Consulate, and they will respond and assist you as soon as possible.
Final Thoughts
You have one year from the date of expiry to apply for a new passport. Since processing might take up to 7 weeks, please prepare ahead of time to avoid complications.
Because you will be submitting your original passport with the application, it is recommended that you send it by Registered Mail with Tracking (Einschreiben mit Sendungsnummer).
